On March 1, 1917, in Minsk, when it became known about the overthrow of Tsar Nicholas II, Mikhail Frunze, who had led an underground Bolshevik organization in Minsk before the February Revolution, together with soldiers and officers of the Western Front, convened a meeting of the Bolsheviks of Minsk. The police building was occupied by the People's militia, led by M. Frunze. The police took control of the telegraph and mail. In April 1917, 5 People's Militia units were established in Minsk.
