The Vsevolod Ignatovsky Regional Library is located in the very center of the small town of Kamenets. The library building was built during the time of the Polish state in the early 20th century. The library's history dates back to 1944. Initially, the institution was located in another room, but later moved to this two-story stone building. In 2005, the district library was named after fellow countryman Vsevolod Makarovich Ignatovsky (1881-1931).

He was born in the Kamenetsky district in the town of Tokari, which is now located on the border with Poland.
